Development Initiatives supports the 2nd Busan Global Partnership Forum in Seoul

DI will play a key strategic role in the 2nd Busan Global Partnership Forum and preceding Learning and Accelerating programme taking place in Seoul on 18–24 November 2015. This forms part of a three-year strategic partnership between Development Initiatives (DI) and the Government of the Republic of Korea (South Korea).

Global Partnership for Effective Development Co-operation: background

The Busan Partnership for Effective Development Co-operation, agreed in Busan in 2011, marked a significant shift in the international debate from aid effectiveness to development effectiveness, and led to the launch of the Global Partnership for Effective Development Co-operation (GPEDC). This multi-stakeholder initiative brings together governments, the private sector, civil society and others to ensure that funding, knowledge and policy produce maximum impact on development. GPEDC is underpinned by four shared ‘Busan principles’:

1. Ownership of development priorities by developing countries
2. Focus on results
3. Inclusive development partnerships
4. Transparency and accountability

The Government of Korea has played a key role in GPEDC since its inception. The GPEDC seeks to speed up application of the commitments made at Busan, focusing on implementation at the country level. The 2nd Busan Global Partnership Forum and Learning and Accelerating Programme will help drive this agenda, bringing together practitioners at a country level to share experiences and promote best-practice, with an emphasis on practical action.

2015 Forum themes

The 2015 Forum will consider progress to date against the Busan principles, focusing on three themes:

• GPEDC’s role in the post-2015 development frameworkHow can the GPEDC, together with its monitoring framework and focus on the quality of development practice and partnership, support the new 2030 Agenda for Sustainable Development?
• Multi-stakeholder participation, with a focus on the role of the private sectorWhat is the role of the private sector and what lessons can be drawn to maximise the development outcomes of public–private dialogue and partnerships?
• Development effectiveness in fragile statesWhat are the challenges to development effectiveness in the context of fragility and from where can examples of success be drawn?

DI’s role in the event

Personnel

Led by Dan Coppard, DI’s Director of Analysis, Research and Evidence and member of the GPEDC Advisory Group, DI is providing strategic input to the programme and performing background research and analysis on key themes. Cordelia Lonsdale is coordinating panel and breakout sessions and managing panel speakers.

The Forum is co-hosted by DI’s Regional Director, East & Central Africa, Charles Lwanga-Ntale. Joni Hillman, who manages DI’s work on the International Aid Transparency Initiative (IATI), will facilitate a breakout session on Realising the potential of global transparency at country level.

DI’s Head of Technical Development Rob Tew will run a module at the Learning and Accelerating programme on Enhancing data skills, to help participants understand and interpret data on official development assistance using DI’s Development Data Hub.

Thematic areas of expertise

DI’s role in the Forum capitalises on its areas of expertise, including strengthening humanitarian assistance for the international community, ensuring the effective use of all resources for ending poverty, and strengthening production, accessibility and use of data and evidence to inform better development work.

DI is producing three background papers on these key themes to promote discussion. Papers for themes two and three (private sector and fragile states) will draw on country case study evidence synthesized specifically for the Forum and provide analysis of the key lessons and experiences that emerge. The reports will link global discussions with country experience, in alignment with the GPEDC agenda. These will be published on our website after the meeting.
