were we saying in Reality of Aid 2002? |
The Reality of Aid 2002 was officially launched at the
UN Financing for Development Summit in Mexico.
Here are some of the things we were saying about aid trends:
- the world's donor
countries arriving at the Summit have never been richer – but
aid declined by almost 12% over the preceding decade
- the poorest people
in the world are paying the price of rich countries getting their economies
in order – aid as a share of central government spending fell
from 0.82% in 1990 to 0.58% in 2000
- progress on efforts
to reduce the commercial and political priorities that keep aid tied
to donor interests is very slow
- most aid spending
is still not focused on the sectors that are most likely to benefit
the poorest.

Official development
assistance (ODA) is a critical resource for implementing strategies to
overcome poverty. But efforts are hampered by highly conditional aid regimes.
In a chapter on conditionality and ownership, we made
a set of recommendations:
- aid and debt cancellation
have to be de-linked from conditions
- donors should
support the efforts of national governments committed to developing
their own development strategies and poverty reduction plans rather
than externally imposed PRSPs
- reliance on technical
assistance from donor countries needs to be reduced
- there needs to
be public and political commitment to increasing resources for international
cooperation.
