were we saying in Reality of Aid 1997/98? |
Here are some
of the things we said about the aid environment in 1997/1998:
- at donor policy
level there seems to be a clearer focus on poverty
- there is some
evidence among some donors of a shift from an aid administration approach
to a development cooperation approach
- aid expenditure
by OECD donors has not measured up to the stated commitments to ending
absolute poverty
- aid spending
in the poorest countries accounts for only half of total ODA
- there have been
record falls in aid for sub-Saharan Africa
- the increasing
trend among DAC donor governments to dovetail development and foreign
policy could be good for mainstreaming development considerations –
but bad if they lose out to trade or political objectives.
- some donors are
moving away from project aid towards sectoral and budgetary support.

In 1996, the 21 OECD donors gave:
- US$ 55 114 million
- 0.25% of their
total GNP
- 1.71% of combined
total government expenditure
- US$67.85 per
person.
Is it going up or down?
- Aid fell by US$3768
million, a real terms decline of 4.2%
- 11 donors reduced
the proportion of GNP allocated to development assistance
- Private flows
amounted to US$206 billion, an increase of US$80 million on 1995 and
exceeding the previous peak of 1981.
What proportion of bilateral aid goes to basic education
and basic health?
In 1995 only 12 of the 21 DAC donors reported their spending
on basic health and basic education:
- the average spending
on basic education represented 1.2% of ODA
- the average spending
on basic health represented 1.8% of ODA.
How much goes to the poorest countries?
- 58% of DAC ODA
was spent in countries with an annual per capita income of less than
US$2 a day.
How much OECD aid is tied to purchases from the donor
country?
- 22% of DAC bilateral
aid is given on the condition it is used only to purchase goods and
services from the donor country.
