Tony German and Judith Randel are the co-founders and directors of Development Initiatives. They act as principal consultants on all our programmes of work as well as providing the strategic direction for Development Initiatives.

Prior to establishing Development Initiatives in 1992, Judith and Tony job-shared as director of public affairs at ActionAid. They have produced a wealth of publications and papers, notably as founding editors and advisors on Reality of Aid, 1991–2004.

Judith is well known in the NGO and donor communities for her work on aid statistics, financing instruments and humanitarian aid trends and is a sought-after speaker on the issue. Judith notably directs the Global Humanitarian Assistance programme and our work with ONE/DATA.

Tony's analysis, research and communication work in the development and aid arena has prompted high-level policy debate and action on critical issues such as the role of public engagement in poverty reduction, the importance of social investment and social security beyond national borders and attention to rights that underline the potential for eradicating poverty by 2025.

Having played an instrumental role in highlighting the concept, symptoms and effects of chronic poverty, Tony is now working to build consensus on the need for an MDG+ strategy to be put in place by 2010 and to agree the affordability and achiehvability of absolute poverty elimination by a specified date.

Tony and Judith are based in Somerset.

  Owen Barder

Owen Barder is the strategic director of aidinfo.

Owen joined the programme from DFID, where he worked as the Director of International Finance and Development Effectiveness, leading the teams responsible for international financial institutions and global funds, improving aid effectiveness; innovative financing; improving financial accountability; fighting corruption; and measuring results. His previous posts at DFID include: Director of Information, Communications, and Knowledge; and Head of Africa Policy.

Between 2004 and 2006, Owen worked with the Center for Global Development, a non-profit policy institute whose mission is to make globalisation work for the poor.

Before working on international development, Owen was the UK Prime Minister’s Economic Affairs Private Secretary. He was seconded to the South African Treasury during 1997-1999, working on budget reform and intergovernmental fiscal relations.

Between 2000 and 2004, Owen was a non-executive director of OneWorld, a not-for-profit whose mission is to promote the use of the Internet and media for the benefit of the world's poor.

Owen is currently based in Addis Ababa.

Daniel Coppard

Daniel Coppard is a senior policy officer and, since joining us in February 2008, has been leading our analysis of international development aid for ONE/DATA.

Dan has also been engaged on our latest work on chronic poverty and vulnerability.

By background, Dan is a political economist with a focus on rural livelihoods and the environment. He co-authored the UNDP’s Human Development Reports in 2006 and 2007, leading analysis on a range of development policy issues including climate change, adaptation and disaster risk reduction, water resource management and poverty.

Dan has a PhD in political ecology from the School of Development Studies at the University of East Anglia and has undertaken a range of research and consultancy in South Asia and Africa in areas such as labour migration, livelihood trajectories, growth linkages and rural economies.

Carolyn Culey

Carolyn Culey is the senior policy officer on the aidinfo programme.

Carolyn has 15 years’ policy and campaigning experience in the international development sector. She led Oxfam GB’s parliamentary and government relations work for 11 years and has since worked for a wide range of NGOs on a freelance basis, offering strategic advice and undertaking campaign evaluations.

Carolyn was a major contributor to the Global Humanitarian Assistance 2007/2008 report – writing the chapter on 'Counting Humanitarian Assistance' – and also the special report on NGO funding that we undertook for Irish Aid.

Carolyn is based in Norfolk.

Corinne Durbin runs the main Development Initiatives HQ as well as coordinating the facilities that enable everyone to work from their remote bases.

Corinne joined us from a marketing and advertising agency and brings with her over 20 years’ experience from the banking, construction, media and service industries.

Michelle McCrory

Michelle McCrory works across the Development Initiatives portfolio as a programme manager.

Prior to joining us, Michelle worked as a programme manager at Constella Futures in Bath, developing proposals and managing a variety of international development projects.

Michelle is an experienced translator and editor in French and Spanish, most recently working as a freelance researcher/translator at the University of Bath both for the WeD (Wellbeing in Developing Countries) centre and for an ESRC funded project: ‘The Movement of the Unemployed in Argentina’, which is part of the Non-Governmental Public Action Programme (2005-2008).

Michelle has also worked for other higher education institutions and international organisations such as the OECD and INSEAD, as well as international law firms in Paris and Barcelona.

In addition to a BA honours degree in French and Spanish, Michelle has an MSc in International Development from the University of Bath.

Tasneem Mowjee

Tasneem Mowjee is a senior consultant with particular expertise in the area of humanitarian finanicng and funding mechanisms.

Tasneem is leading our work with the World Food Programme (WFP) to see how pooled funding mechanisms can be better used to meet the agency's programming needs. Tasneem is also leading our review of overhead charges in humanitarian financing for the Swedish Ministry of Foreign Affairs.

In 2007, Tasneem became the first external consultant to work with the DAC on its peer reviews of humanitarian assistance (for Finland and Spain).

Other recent work includes: reviews of multidonor trust funds in the DRC and Sudan; a review of post-conflict trust funds for the UN development group; and a review of the emergency response fund (ERF) for OCHA.

Tasneem has over 15 years' experience in international development and is renowned for the integrity of her research and for producing clear, intelligible results.

Tasneem holds a PhD from the London School of Economics on NGO and donor funding relationships. She lives and works in London.

Simon Parrish

Simon Parrish is our IT innovation analyst, advising us on how the application of technology can help meet the goals of the aidinfo programme.

Having helped DFID deliver improvements to the systems that underpin donor functions, Simon has first-hand experience of donor business processes and systems.

Simon's experience includes: finance and project systems that manage aid data; the use and application of data standards; and knowledge management.

Simon has also worked at the BBC as a media data consultant, analysing complex data requirements and advising on the use of data standards.

Simon is based in Brighton and London.

Janet Reilly takes care of Development Initiatives' project management and development as well as managing HR matters.

With over 10 years' experience in a senior HR management role for a prestigious blue chip professional services firm, Janet is well placed to advise on organisational standards, business issues and risk management.

Janet is a Chartered Member of the Chartered Institute of Personnel and Development.

Victoria Room

Victoria Room is the aidinfo programme support officer.

Victoria set up the programme's administrative procedures and supports the whole managerial process, including: budget and knowledge management; and external relations.

Prior to joining Development Initiatives, Victoria worked in a simialr role for Panos.

Victoria has a Masters in International Development Studies. She splits her time between Somerset and London.

Kerry Smith

Kerry Smith provides programme support across the Development Initiatives portfolio.

Kerry’s latest work includes research for the Good Humanitarian Donorship (GHD) initiative; helping to produce donor profiles for the Global Humanitarian Assistance (GHA) programme; monitoring and reporting journals for Help Age International; and analysing accounts for our special report on NGO humanitarian assistance spending for Irish Aid.

Outside Development Initiatives, Kerry’s latest work includes analysing data and drafting the tsunami evaluation report on behalf of the Disasters Emergency Committee (DEC).

Kerry first started working with us on an internship in May 2007 while studying for an MSc in International Development at the University of Bath. Her research focused on rights-based development strategies in the context of refugees in Uganda.

Prior to that, Kerry lived and worked in Japan and also worked as a volunteer in Nigeria as part of VSO’s Global Xchange programme.

Rob Tew

Rob Tew is the project manager of the aidinfo programme.

Rob has over 10 years' experience of helping (mainly blue-chip) organisations in the financial services sector to deliver projects. In additon to managing his own business, Rob has spent several years working in the development sector on a voluntary basis.

Rob has a first-class honours degree in Development and Economics from the University of London.

Rob is based in Wiltshire.

Lisa Walmsley

Lisa Walmsley is a senior editor, working across all of our programmes of work. She has a particular interest in data interpretation, communication and presentation.

Recent projects for Development Initiatives include: the production of the GHA 2007/8 report and donor profiles and managing the development of the aidinfo brand. Lisa is now hoping to get stuck into data visualisation and the presentation of statistics online. So keep an eye on the Global Humanitarian Assistance website!

Lisa has over 10 years’ experience of analysing data, carrying out research, synthesising information and distilling complex ideas to produce reports, presentations, proposals, marketing collateral and copy for English, French and Spanish-speakers.

Prior to joining Development Initiatives, she worked as a senior editor for a strategic management consultancy with international clients in telecoms and converged media. Before that, she worked as a desk editor for the International Committee of the Red Cross (ICRC), Geneva.
